Use Platform to create custom project template?

I'm using C/C++ with the OpenCV (Open Computer Vision) library. It requires project properties to be filled in for libraries and include files. I don't want to have to do that for each project, and it would appear from reading this forum that its not possible to set global project properties. However, custom project templates seem like a possibility.
Is this true?

Is the Platform "plug-in" the one to use to create the custom template, or can this be done with just the C/C++ plug-in?

Once the template is created, can it be used with only the C/C++ plug-in installed?

I note from Tools>Plug-ins, that the Platform plug-in is already installed and active, but I don't see any of the options I read about for making custom project templates. For example: the New Module Project wizard and the New Project Template wizard. Why is that?
