Global class library in NetBeans

Hello,
My question about how to use some external packages as a global class
library. I included these packages into NerBeans class library (via
Service->Library), wrote appropriate paths to jar and sources, but
'import' doesn't see them. What I can do is to include these packages
into my project, but not as an external library. What is wrong?
