Hi wengz,
web services are build for heterogenous systems understand each other, so yes, their main reason is to be called platform independend way.
To build a web service from scratch is a bit lengthy and useless way (JSP, PHP), try to google/yahoo for frameworks. E.g. http://en.wikipedia.org/wiki/List_of_web_service_frameworks

I personaly use Axis2 or JAX-WS for J2EE apps. (I don't do much PHP).

Step by step - if you build a WS and it's client in each platform, they should talk together hopefully. If you are starting, be patient Smile

I should advice you a nice open source tool "tcpmon" http://java.net/projects/tcpmon/ to intercept and watch communication between services, it will help you start and debug it.

Good luck.

You can even use any SOAP traffic monitoring tools like SOAPUI,SOAPTest etc.,
Eclipse plug-ins are also available for many of these open source tools.
