Netbeans 7.1.2 hangs when downloading/updating plugins

Whats going on is whenever I try to download new or update existing plugins, they never download. The download bar comes up but gets stuck at a seemingly random percent and will just sit there. It doesn't matter which plugin since I've tried over 10 plugins and 5 updates. It still happens if I only select 1 plugin or 1 update only to download.

I've tried:
- Installing each version (Uninstalling the old, download the new and install)
- Installing to a c:\Netbeans 7.1.2 directory outside the Program Files folder
- Installing the bare minimum Java SE version and downloading plugins after

I've looked at the IDE log and there are no errors just warnings that keep coming up about Netbeans.user has been deprecated.

I've got the 7u4 JDK and running on windows 7 ultimate x64.

This seems to be the only place I'm having the problems. I've tried it at work and the plugins downloaded/installed fine using the "All" version downloaded from netbeans.org

Any ideas on this? I've been having this since 6.8 and was hoping it would be fixed when I upgraded. I've done a clean install meaning that I've uninstalled using the "uninstall.exe" program as well as searching for anything else that was left over by netbeans and still getting the same problem. the NetBeans Update Centers (certified UCs and the Plugin Portal UC) seem to encounter some problems since a few days.
Wait, and watch the NetBeans twitter for a possible announce

AVG antivirus also seems to cause problems with netbeans update - try to disable before update - and re-enable after!!.
