Nokia Emulators Don't connect network || internet

Hello friends;
I have install all nokia sdk s. Integrated to in netbeans. But i cannot webservices, internet or any networks using nokia sdks. But i can use sun wtk with webservice, connect network.
All firewalls and antivrus app are closed.

Also I have tried to run emulators (all s40s series have been tried) under bin folder and failed to access network also. If i try url to enter it gives me "response unknown" message

I have checked emulators' proxy settings and they are disable ( I am connecting network without proxy also)

what can be the problem?
