Dilbert -Get the sample and JSR 172 Demo

HI i like to ask does Jsr 172demo are atached to web servise?
If yes ist it on real web service?
Does it work correctly or need something from the code to be changed?
If yes ,what is that?

And i heve question concerned with Dilbert -Get the sample part of the Web site http://www.netbeans.org/kb/samples/mobile-dilbert.html
In the part Get the Sample has Choose: Tools > Update Center > NetBeans Update Center > Samples > Dilbert Viewer
But i can not find Update center
What is the problem here?
How can I download the sample?

Yes it does call a web service.
You can clear your confusion by reading the ReadMe.txt file that is available in the default package.
