JUnit, "Test File" is disabled

I created a JUnit test file using Tools --> Create JUnit Tests
But when I go to that file, right click in it, the Test File Ctrl+F6 option is disabled.

This is in a project that is a web app. When I go to my Java Class Library project, all of the above worked like a charm. But of course, I want to run tests for my web app project too.

FYI, Product Version: NetBeans IDE 6.7.1 (Build 200907230233)
