Web service?

Hello all,

Long story short I recently had a project dropped in my lap. The project is a web service that gathers data from lakes. Essentially I have been given the task of "cleaning up" this code because it is fairly outdated. Now I have my fair share of experience with java, but this is the first time I have worked with a web service. (to be honest Im not even sure if that is it proper name).

Anyhoo, I have the code in front of me in NetBeans, but the issue is I get an error saying "The target server has not been set or has been removed". Is that talking about the server it gets its data from? or something else?

Essentially I just want the ability to fix code as needed in Netbeans and test it from netbeans as well.
