No "Design View" option....why?

Well I just started using Netbeans today (aside from being a little laggy I quite like it so far). I installed it at work (windows) and began editing a java project (openbravo pos in case anyone else has heard of if). The project was already made using Netbeans (this is how I heard of Netbeans) so it includes .java files, as well as .form files. At work I have a design and source view buttons that allow me to switch from source code to WYSIWYG type GUI (design view).

My problem is that here at home (using the same project) I do not have the design view option. When I edit a .form file, I just see XML.

How do I get the design view here at home?
