Is that your tag? It is not an official VDL.

This is an old bug in JSF. It is implemented, but they forgot the tag
description, so NetBeans cannot see it. Code it anyway, and it should
work fine.

If you want NetBeans editor support, you probably have to link an
updated JSF implementation. Create a new project, and pick your own
JSF jar when adding the framework (create new library option).
NetBeans does not seem to let you do that to an existing project.
