how to create a new location in the new Java package wizard?

In NB6.9 there's a wizard for creating a new Java package.
It has fields for entering package name, project and a drop down box
for location. The options for location are "Source Packages" and
"Test Packages".

How do I add another location option to that list?

In my case, I want another folder, "System Test Packages" to
also appear as an option for location.
