I suggest that you report a bug against product "VersionControl",
component "Mercurial"
(https://netbeans.org/bugzilla/enter_bug.cgi?product=versioncontrol&component=Mercurial&version=6.Cool.

As a quick workaround, try settings environment variable HGENCODING to
'utf-8' before starting NetBeans.
