We have a JIRA instance, v4.0#466, which runs over https. Upon providing the
instance's base URL, and my login credentials, clicking the "validate"
button shows an error message:

Processing instructions are not allowed within SOAP messages

The same message appears in the IDE log, with no further exception or other
information.

What is tripping me up here?
