Hi Mark,
do your file names end with .properties?
I understand from the wiki that a project's encoding does not affect *.properties.

In the Project Properties window (at the bottom) is an Encoding option. Try changing this to UTF-8.

We have resource property files containing Chinese text and this works for us.
