deploy project on GlasssFish 3.1

Hi,
i've created a project - made out a web application (JSF2) and EJB. i've made a JAR file from the web application, and WAR from the EJB. now i want to deploy both files from the GlassFish console - the JAR is deployed just fine, but when i try to deploy the WAR file i get the following error:
"Error occurred during deployment: Exception while loading the app : Error in linking security policy for CheckersClientSide -- Inconsistent Module State"

i've done some reading, and i though maybe it has to do with the fact that my web application had no glasshfish-web.xml, so i created one but i have no idea what parameters i should put into it.

any ideas that could help me?
