According to Netbeans help, to create a javahelp help set, proceed as follows.
“Right-click a module project and choose New > Other. In the New File wizard, choose JavaHelp Help Set under the Module Development category.”
I recently installed Netbeans 7.2 and I don’t see the Module Development category listed. What am I missing? Do I need to install another plugin?

Make sure that the plugin is enabled.

I’ve tried everything I can think of and no happiness. What plugin am I looking for please?
