Because nobody yet updated the NetBeans packages from 6.0.1 to 6.1 in Ubuntu repository
There are actually two main reasons - the possibility of destabilizing of Ubuntu repository with such update and the lack of resources to do that now.
Giving more details, I can say that NetBeans has changed significantly between 6.0.1 and 6.1 (mainly because of cvs->mercurial sources transition).
Updating packages in the Ubuntu-common way will take much resources - both development and testing.
That is why we are targeting the next Ubuntu release rather than updating existing packages.
If we have more time in the future then.. who knows.. maybe we`ll also update packages in 8.04 as well (since it is a LTS release so it can be important).

| Some note about this: NB 6.1 was released after Ubuntu 8.04. Only way
how to get new software into stable release is backport
after we will have NB 6.1 packages tested in next Ubuntu version
(Intrepid). In such case user must enable backport repository.
Problem is that for NB 6.1 we will need new packages for 3rd party libs
so necessary work for backport increases.
There is no way to get new software or new version of existing software
into stable release. Updates you see are important security
updates of existing packages. There updates are carefully selected/tested.

only way at this moment is to perform manual installation (using
installers).
In fact, both installer and package installations were tested deeply and
so they give you the quality product.
The advantage of using installers is that you can install everything at
one (including servers) and get out-of-box solution.
In case of using netbeans from packages you install basic features using
apt-get or Synaptic and then use Plugin Manager to install other features
like Mobility, JavaEE, UML and others.
