Definition from makefile.

Why IDE didn't see definition from makefile?
For example in makefile i have CFLAGS += -DNFR
it means #define NFR for all project files, and compiler make project correct, but if i have directive in header file like #ifndef or #ifdef, then IDE don't see this definition...
Example:
in makefile i have

Code:
CFLAGS += -DBOARD


and all compiled fine

in *.h file i have

Code:
#if defined(BOARD)
  #include "n310.h"
#else
  #error "Board is not defined"
#endif


IDE preprocessor tell me, that is Error "Board is not defined"
why? it is bug or i do something wrong? i can't find answer.
compiler GCC (AVR or ARM)
