Sorry for the completely clueless question but.....

Have been developing desktop apps in Visual studio VB for several years and would like to get into Java 8.

Is there anything like the VS RAD format in Java that can be used to speed up the process of development out of the box or is there plug ins available to assist in this function.

I believe the Matisse GUI Builder, a RAD tool for creating user interfaces in Java, is what you may be looking for. It is free and included in NetBeans IDE, no plugins required.
